Heat networks provide heating, cooling or hot water to more than one property from a central source. They include communal heat networks serving multiple customers within one building and district heat networks serving customers across more than one building.
Ofgem regulates heat networks across Great Britain. The regulatory framework introduces requirements for heat network operators and suppliers, with a focus on consumer protection, transparent billing and pricing, customer service and the reliability of heat supply.
Most heat network operators and suppliers are subject to Ofgem’s authorisation conditions. Relevant organisations must understand who carries out the regulated activities, identify the networks and customers within scope, and provide the required information through the registration process.
The regulations are being introduced in phases. Heat network owners, operators, suppliers and managing agents therefore need to understand both their current obligations and the additional technical and operational requirements expected as the framework develops, including the Heat Network Technical Assurance Scheme.
Complying with heat network regulations requires more than simply submitting information. Building owners, operators and managing agents often need to identify networks within scope, establish responsibilities, collect data from multiple sources and validate the information provided to Ofgem.
