UK Government Launches Consultation on Energy Performance of Buildings Reforms

The UK Government has initiated a public consultation on proposed Energy Performance of Buildings regime reforms.  This consultation aims to enhance the energy efficiency of buildings in England and Wales.  The consultation does state a common interest with Scotland with the UK Government working with the Scottish Government on managing EPC/DEC data and the quality of EPCs.   

 

The proposed reforms focus on several key areas: 

 

  • Improving Energy Performance Certificates (EPCs):  the consultation seeks feedback on measures to make EPCs more accurate and reflective of actual building performance.  This includes potential changes to the methodology used for assessments and the introduction of new performance metrics.   

 

  • Validity period of EPCs:  currently EPCs are valid for 10 years, the consultation aims to gather feedback on changing this to a shorter time period. 

 

  • Strengthening Compliance and Enforcement:  to ensure that buildings meet the required standards, the consultation proposes stricter compliance and enforcement mechanisms. This includes increased penalties for non-compliance and more rigorous inspection processes. 

 

  • Supporting Building Owners and Occupants:  recognising the challenges faced by building owners and occupants, the consultation outlines support measures such as financial incentives and technical assistance to facilitate the transition to more energy efficient buildings. 

 

  • Promoting Innovation and Best Practices:  the consultation encourages the adoption of innovative technologies and best practices in building design, construction and operation.  This includes promoting the use of renewable energy sources and smart building technologies. 

 

  • Display Energy Certificates (DECs):  questions regarding the worth of DECs and the value of an alternative method. 

 

The consultation is open to all Stakeholders, including Building Owners, industry professionals, and the general public.  Responses will be used to shape the final policy, ensuring it is robust, effective, and aligned with the UK's environmental goals. The consultation period runs until 11:59pm on 26 February 2025.
